PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor which possesses a surface layer having an excellent releasing property and excellent durability against the occurrence of wear and a damage or the like, and by which excellent image quality is maintained, and whose environmental dependency of volume resistivity is made small, and at which the increase of residual potential under lower humidity is eliminated and by which the image of excellent quality without having image blurring and running caused by the deterioration of resistivity under high humidity is obtained and a processing cartridge and an electrophotographic device having the electrophotographic photoreceptor. SOLUTION: In the electrophotographic photoreceptor having a photosensitive layer and a protective layer on a conductive supporting body, the protective layer incorporates conductive particles whose surfaces are processed by fluorine atom incorporating compound, siloxane compound, fluorine atom incorporating particles and a binder resin. The processing cartridge and the electrophotographic device possess the electrophotographic photoreceptor.
