PROBLEM TO BE SOLVED: To easily restore a program by an emergency measure in the case of the occurrence of a problem in the program of a new version in a communication system where the version of the program for on-vehicle terminal is revised by communication from an information center. SOLUTION: A backup processing part 34 preserves an old program 35 in a backup area 40 before downloading a program latest version 11 and stores the latest version in a present program area 32. If a problem occurs with respect to the program latest version, the old program is transferred to the present program area, and business is continued by the old program. The old program can be preserved in the information center. Otherwise, programs of all versions can be preserved in the information center and be downloaded to restore the program.
