PROBLEM TO BE SOLVED: To obtain a heating roller whose durability is excellent, a production method thereof, and a mandrel used in the production. SOLUTION: The heating roller has a cylindrical substrate 3, a releasing layer 5 covering the external circular face of the cylindrical substrate 3, an electrical insulating layer 7 covering the internal circular face of the cylindrical substrate 3, and a heat generating layer 9 covering the internal circular face of the electric insulator and containing a magnetic substance. A heat-generating- layer sheet is wrapped round the external circular face of a mandrel having a magnetic-force generating member, and brought into close contact therewith. After disposed in the cylindrical substrate 3 and subjected to demagnetization, the mandrel is expanded to be brought into close contact therewith.
