PROBLEM TO BE SOLVED: To prevent a speech disabled state due to roaming of mobile station in a speech zone by allowing the mobile station to select a reverse speech channel demodulated by a channel element assigned to another speech zone when the mobile station is deviated from an initial speech radius by a prescribed radius or over. SOLUTION: When a clock generating section 200 generates a 1st EVEN SECOND clock and a 2nd EVEN SECOND clock that is delayed from a 1st reference clock by a delay of a maximum radio wave in both directions from the 1st speech zone, 1st and 2nd signal processing sections 300, 310 receive respectively 1st and 2nd clocks. The 1st signal processing section 300 assigns, pilot, synchronization and call channels synchronously with the 1st clock, transmits a signal to all communication zones covered by a base station, and when a mobile station in a 1st communication zone transmits a connection channel, the 1st signal processing section 300 is synchronously with the 1st clock to detect and demodulates the connection channel.
