PROBLEM TO BE SOLVED: To prevent a defective image by accurately detecting the consumption of toner on the prestage of developing by a developing device. SOLUTION: This device possesses a charging device charging an image carrier, an exposure device 13 executing image exposure based on a digital image inputted for the image carrier charged by the charging device and the developing device developing an electrostatic latent image formed on the image carrier based on the image exposure by the exposure device 13 by using developer, and the defective image is prevented by recognizing the consumption of the toner before by a lighting quantity detecting means 31 detecting a lighting quantity at the exposure device 13, consumption detecting means 32 and 33 detecting the consumption of the developer from the detected result by the lighting quantity detecting means 31 and forcedly discharging means 34, 35 and 36 forcedly discharging the developer at the image nonforming area of the image carrier based on a detected value by the consumption detecting means. |
