PROBLEM TO BE SOLVED: To fast extract a character from a digital color image whose processing time is reduced by dividing an image into plural planes, binarizing respective planes, finding a character rectangle from each plane and collecting pixels in the character rectangle of each plane to two planes being a dense character plane and a faint character plane to be integrated. SOLUTION: Rectangular information and frame intersection point information are stored in a RAM 102, and slip processing, outline segmentation, angle area extraction or the like are performed based on these information and based on a program stored in a ROM 101. In such a case, the histogram of a character frame is taken to extract the character frame, adjacent finite differences of the histogram from each other are calculated, the adjacent finite differences from each other are further added, and the character frame is recognized based on the added value and extracted.
