PROBLEM TO BE SOLVED: To obtain an aqueous silicone emulsion of which particle size does not change with time by making the emulsion contain a low-molecular silicone, a specified concentration of a primary emulsifier having a specified HLB and selected from among nonionic, anionic, cationic, and amphoteric emulsifiers, a specified concentration of a nonionic surfactant, as an auxiliary surfactant, having a specified HLB, and water and specifying the particle size of the silicone. SOLUTION: This emulsion comprises 5-65 wt.% low-molecular silicone having a mol.wt. lower than 1,000 and a viscosity of 5 mm2/sec; a nonionic surfactant having an HLB higher than 13 and in such a concentration that 0.5-3 molecules are present per 100Å2 of the surface area of the silicone particles and a primary emulsifier selected from among anionic, cationic, and amphoteric surfactants and in such a concentration that 0.5-10 molecules are present per 100Å2 of the surface area, a nonionic surfactant having an HLB lower than 11 and in a such concentration that 5-15 emulsifier molecules are present per 100Å2 of the surface, and water accounting for the rest. The particle size of the silicone in the emulsion is adjusted to 100-1,000 nm.
