PURPOSE: A MPEG video decoder and a method for decoding MPEG video are provided to enable the decoder to perform special reproduction such as 3-2 pull down reproduction and slow reproduction. CONSTITUTION: A MPEG video decoder includes an image decoder(12), a decoding frame buffer(13), a decoding start command generator(14), and an image data output(15). The image decoder(12) initiates decoding and outputs message indicating decoding fulfillment. The decoding frame buffer(13) stores the decoded image data in a sequence, and output a message indicating buffer full. The decoding start command generator(14) outputs the decoding start command when the decoder(12) output exists while the buffer(13) output is absent. The image data output(15) provides the image data stored in the buffer to a display device.
