PROBLEM TO BE SOLVED: To enhance the uniformity of scattering powder to paper from a nozzle by discretely scattering the powder from the peripheral surface of a roller by a blown air and at the same time, widely spreading the discrete powder carried by an air current and promoting the stirring of the powder and the air. SOLUTION: A roller 31 with a reticular groove formed on the periphery is rotated in contact with blades 301, 302, and powder squeezed into the groove following the rotation reaches an opening at the lower end. Right under the roller 31, a stripping nozzle 38 is arranged to blow an air current to the powder entrapped in the groove formed around the circumference of the roller 31. Consequently, the powder is forcibly stripped to be scattered into a stirring chamber 37 and then is rarefied by the air spurted downward from a venturi nozzle 42 to be sent to a nozzle bar through a tube 44. A constant amount of the powder is stably supplied into the stirring chamber 37 in accordance with the rotary velocity of the roller 31. Consequently, the amount of the powder included into the air is kept at a specified level to upgrade the uniformity of the scattering.
