PROBLEM TO BE SOLVED: To provide an earthquake-resistant heat-insulating panel, by which a wall ratio is improved, strength capable of also resisting compressive deformation is obtained and earthquake-resistant strength is enhanced extremely, and earthquake- resistant heat-insulating structure using the same. SOLUTION: The earthquake-resistant heat-insulating panel 1, in which adhesive injection grooves are formed in the opposed side faces of approximately rectangular tabular heat-insulating materials 2 while notched sections 4 for injecting adhesives communicating with the adhesive injection grooves are formed at the opposed side ends of one main surfaces of the tabular heat-insulting materials 2, are fitted and arranged into a framework space in the square-shaped framework space, in which four sides are surrounded by a framework member composed of vertical members such as columns 10, 11, studs and the like and horizontal members such as a sill 9, beams, furring strips, girders 12 and the like. Adhesives are injected into the adhesive injection grooves from the notched sections 9 for injecting adhesives and cured, and sections among the opposed side faces of the tabular heat-insulating materials 2 and the framework member are fixed.
