SUBSTANCE: process, in which thermoelastolayer and plasticizer are added at stirring to bitumen heated to 165-175 C, is distinguished by that binder is supplemented by 0.5 to 2.0 wt.% of nitrogen-containing surfactant, which is added to bitumen or, if it is solid, semisolid or pasty, it is combined with a part of plasticizer to form liquid mixture that is added to bitumen. Then follows addition of thermoelastolayers in granulated state and agitation, after which plasticizer or rest of the latter is added and mixture is agitated to homogeneous condition.
