PROBLEM TO BE SOLVED: To provide the bottom portion structure of a dome-shaped refuse disposal plant equipped with sufficient water barrier function and advantageous from such an aspect that stabilization treatment is performed in an internal closed space. SOLUTION: A dome-shaped refuse disposal plant 12 consists of a bottom portion 14 and a wall portion 16 and has a closed space 18 therein. The bottom portion 14 is equipped with the nonwoven fabric 32 laid on the ground 28, the first water barrier sheet 34 laid on the nonwoven fabric 32, the water permeable layer 36 formed on the first water barrier sheet 34, the leveling concrete layer 38 cast on the water permeable layer 36, the concrete bottom panel 40 disposed on the leveling concrete layer 38, the asphalt concrete layer 42 cast on the concrete bottom panel 40, the nonwoven 44 laid on the asphalt concrete layer 42, the second water barrier sheet 46 laid on the nonwoven fabric 44 and the protective layer 48 of the water barrier sheet 46 laid on the second water barrier sheet 46.
