ERROR RATIO ESTIMATING DEVICE, ITS METHOD AND PROVIDING MEDIUM

PROBLEM TO BE SOLVED: To reduce the scale of a device for judging an error ratio on a transmission line and to reduce the quantity of operation. SOLUTION: A normalization frequency totalizing circuit 91 totalizes the number of times of normalization within a prescribed time in an ACS circuit for operating a state metric volume. A table 92 stores a table correspondingly describing the number of times of normalization totalized by the circuit 91 and an error ratio on a transmission line. The table 92 decides the error ratio corresponding to the inputted total number of times of normalization by using the stored table and outputs the decision result.
