PROBLEM TO BE SOLVED: To dissolve the deviation in delivery of a belt-like body which is generated between loopers and to raise the degree of freedom in the operation of a line by taking the delivering speed to be set to each looper as the value distributing the speed difference between the speed on the outlet side of the looper in the rearmost stage and the speed on the inlet side of the looper in the front stage in accorance with the ratio of the maximum delivering speed of each looper. SOLUTION: In a delivering-speed-distribution setting part 100, on the basis of the speed difference between the speed command 10b on the inlet side of the looper in the front stage and regulated value 20 of speed on the outlet side of the looper of the rearmost stage, the distributing calculation of the delivering speed of each looper is executed by the ratio of the maximum delivering speed of each looper. By inputting the delivering speed of each looper into an outlet-side looper controller 80 through an arithmetic part 50 of the outlet-side speed of the outlet-side looper and inputting it into an inspection looper controller 90 through an arithmetic part 60 of an outlet-side speed of the inspection looper, each looper is controlled. Including an equipment train in which the belt-like body processing equipment and the looper are provided alternately successively, the storing speed of the belt-like body which is stored in each looper on the line where the inlet-side speed of the looper in the front stage of the equipment train is regulated is optimally distributed between the loopers.
