PROBLEM TO BE SOLVED: To provide an electrophotographic carrier and its manufacture and the electrophotographic developer which uses it, each having superior chargeability characteristics and durability and moreover moisture resistance and not blurring a color image. SOLUTION: This electrophotographic carrier comprises a carrier core material 12, having magnetic properties and a coating layer 19 formed on the surface of the core material 12, and the carrier contains a hydrophobic white conductive material 16 and a high molecular weight polyethylene resin 18 in the coating layer 19.
