PROBLEM TO BE SOLVED: To stably measure an oil film, even at a place where a water level changes or a flow is present by placing a sensor part on a float thereby floating the sensor part on a water face, and limiting the motion of the float by a cylindrical guide to take place only in the vertical direction. SOLUTION: A sensor part 13 consisting of a laser light source 1 and a measuring means 6 is placed on cylindrical floats 15 and arranged in a cylindrical guide 16, which limits the motion of the floats 15 and the sensor part 13 only to the vertical direction. The cylindrical guide 16 is fixed by a support rod to a wharf 18. Since the cylindrical guide 16 is formed like a net mesh, an oil film 3 flowing on a water face 4 passes under the sensor part 13. In this constitution, a distance between the sensor part 13 and the water face 4 becomes constant, even if a water level changes, because the sensor part 13 is floated by the floats 15 on the water face 4. Moreover, since the motion of the floats 15 is limited only in the vertical direction by the cylindrical guide 16, the sensor part 13 is prevented from inclining and kept horizontal at all times to the water face 4, even when the flow rate is high. The optical axis of a reflecting light 5 accordingly will not be shifted, even if there are changes in water level or flows.
