PURPOSE: An instrument used in water for leisure is provided to cruise underwater as well as ocean while navigating in various manners and to propel waving a tail like a whale and a carpe. CONSTITUTION: Air is filled in a ballast tank(110) using compressed air of an oxygen container(100). Density of a hull(10) is less than water density to float on a water surface. Oppositely, if water is filled in the ballast tank, density of the hull is equal to water or bigger than water so the hull is submerged in water. By adjusting amount of water inside the ballast tank, weight and float buoyancy are properly regulated to float the hull. On driving of a motor(91) in state of submerging the hull, drive force is delivered to a propeller(90) through an elastic shaft(92) for the hull to obtain a propulsive force. When drive force of the propeller is stopped by a clutch(93), a tail operating axle(40) is operated via a hydraulic cylinder then a tail(20) moves left and right or up and down. Thereby with propulsive force of the tail, the hull navigates and cruising.
