PURPOSE: A low-noise output buffer is provided to reduce a noise by controlling a gate voltage of pull-up and pull-down transistors so as to discharge or charge a load of an output terminal slowly. CONSTITUTION: A low-noise output buffer comprises a first pull-up and pull-down driving part(100) which drives an output terminal(OUT) and consists of a pull-up transistor(P2) and a pull-down transistor(N2). A second pull-up and pull-down driving part(120) receives output data(D) to drive an output node(ND1) with a voltage boosted by a threshold voltage of an NMOS transistor or with a voltage dropped by a threshold voltage of a PMOS transistor. A driving control part(140) is connected to receive a voltage of the output node(ND1) and to receive the output data(D), and controls gate voltages(ND2,ND3) of the transistors(P2,N2) of the driving part(100) so as to reduce power and ground noises generated at a level transition of the output data(D).
