PURPOSE: A power-up signal generator is provided to generate a stable power-up signal regardless of the shaking or changing of a substrate bias voltage. CONSTITUTION: A node potential is rapidly decreased following a substrate bias voltage from the time that a substrate bias voltage becomes lower than a threshold voltage of a NMOS transistor. A latch device(30) receives the substrate bias voltage sensed through the node and recognizes it as a low level signal. Further, the latch device latches the substrate bias voltage as the low level signal under the control of a pumping control signal. Accordingly, even if the substrate bias voltage is shaken or is transferred in a state changed the potential, the power-up signal is generated as a stable high level signal by receiving the latched signal so that the circuit action is stabilized.
