PROBLEM TO BE SOLVED: To prevent reduction in detection accuracy in spite of the movement of a subject, when specified subject in an animation is detected. SOLUTION: A noninterlaced animation signal is inputted from all pixel reading CCD or the like to an input terminal 11. The signal is inputted to a subject recognizing circuit 12 and also the frame rate is selectively converted into a 1/2 noninterlaced signal and an interlace signal by a gate circuit 13 and a switch 15 or the like. The converted signal is processed by an image signal processing circuit 17 and outputted as the interlace signal. The circuit 12 outputs information 21, indicating the position and largeness of the specified subject, a white frame signal is generated based on the information 21 and it is superimposed on the interlace signal which is processed by an adding circuit 19. The subject is recognized based on the interlace signal, so that recognition accuracy is not reduced, in spite of the movement of the subject.
