PROBLEM TO BE SOLVED: To allow a controller to conduct outer loop control in a short time with high accuracy and to conduct transmission power control with high precision that can follow a fluctuation in a state of a transmission line. SOLUTION: A reception level measurement section 10 measures a reception level of a received information system. A repetitive decoding section 12 applies repetitive decoding to the received information system and outputs a correct/ error bit series denoting whether or not each bit the intermediate decoding result is correct to an estimate section 14. The estimate section 14 checks the correct error bit series to measure an error rate of the intermediate decoding result and estimates an error rate of the final decoding result on the basis of the error rate of the measured intermediate decoding result. The error rate of the intermediate decoding result is measured in a short time with high precision and the error rate of the final decoding result can be estimated on the basis of the error rate. A reference value management section 16 updates a reception level reference value on the basis of the error rate of the final decoding result. A TPC command generating section 18 generates a TPC command on the basis of the measured reception level and the updated reception level reference value.
