PROBLEM TO BE SOLVED: To provide a traveling time collecting device by which a traveling time can be obtained by utilizing a PHS or a portable telephone set mounted on a vehicle or the like. SOLUTION: The traveling time collecting device that collects a traveling time of vehicles 1a, 1b mounted with a PHS is provided with a position information acquisition means 3 that acquires position information of base stations 2a, 2b and an ID number of the PHS from the base stations receiving a radio wave from the PHS, a time count means 4 that counts a radio wave reception time, storage means 5, 6 that store the position information and the ID number acquired by the position information acquisition means and the received time counted by the clock means 4 as detected information, a memory comparison means 7 that finds out the detected information whose ID number is the same but whose position information differs among the stored detected information sets, and a traveling time calculation means 8 that uses both the position information and the received time in the newly stored detected information and the detected information found out by the memory comparison means 7 to calculate a traveling time of a mobile object. Thus, the traveling time of the mobile object can be obtained by utilizing the position registration operation by the PHS.
