PROBLEM TO BE SOLVED: To simplify the whole constitution of a device for testing the performance and characteristics of a hydraulic motor extremely and to enable the device to execute the tests in energy saving manner. SOLUTION: A first electric motor 4 is connected to a hydraulic pump 2 for performing tests of a hydraulic motor 1 for test, and a second electric motor 6 is connected to the hydraulic motor 1 via a coupling member 5. The drive of the first and second electric motors 4 and 6 is controlled by first and second variable means 7 and 8. Instruction signals based on an instructing means 9 are inputted to controllers 7C and 8C constituting the first and second variable means 7 and 8, and control signals to control the drive of the first and second electric motors 4 and 6 are outputted by volumes 7V and 8V to be the output stages of the first and second variable means 7 and 8. At the time when the hydraulic motor 1 is driven by the hydraulic pump 2, the second electric motor 6 functions as an electric generator, and its electric power is supplied for the first electric motor 4 via wiring 45.
