PROBLEM TO BE SOLVED: To provide an image coder that allows a viewer to view a dynamic picture having low image quality, even in if using an image decoder having no capability of decoding encrypted data is used. SOLUTION: A mode discrimination means 102 discriminates whether in-frame coding or inter-frame coding is applied to an input signals that is block-coded. A variable length coder 112 encodes the input signal. When the discrimination result by the mode discrimination means 102 indicates in-frame coding, the coded information is outputted as is, and when the discrimination result by the mode discrimination means 102 indicates inter-frame coding, an encryption device 114 encrypts the coded information and provides an output of the result. |
