PROBLEM TO BE SOLVED: To obtain an electrophotographic photoreceptor excellent in lubricity, having resistance to surface wear and scuffing or the like due to sliding and friction, free of the lowering of surface resistance due to the sticking of a generated corona product, capable of maintaining high image quality even at high humidity and exhibiting such stable electrophotographic characteristics as not to cause the accumulation of residual potential and the lowering of sensitivity and to obtain a process cartridge with the photoreceptor and an electrophotographic device. SOLUTION: The electrophotographic photoreceptor has a photosensitive layer and a protective coat on an electrically conductive substrate. The protective coat is formed on the photosensitive layer by applying and hardening a coating fluid prepared by dispersing fine particle of an electrically conductive metal oxide surface-treated with a silazane compound is a resin binder. The photoreceptor is also used for providing the process cartridge and the electrophotographic device.
