PROBLEM TO BE SOLVED: To provide an environment monitoring device capable of simply moving to an arbitrary place, finely measuring, analyzing and identifying an optional substance to be measured requiring a fine analysis. SOLUTION: A management center 3 memorizes beforehand a measurement/ analysis information and a library information in a library device 33, reads out the measurement/analysis information from the library device 33, corresponding to a requirement of a moving analysis vehicle 1 and transmits it from a communication device 37 to the moving analysis vehicle 1 via a network 2 and a wireless network. The moving analysis vehicle 1 receives the measurement/analysis information from the management center 3 by a communication device 17 and collects a substance to be measured by a sample sampling module 13 and a sample analysis module 15, according to the measurement/analysis information to carry out a measurement and an analysis. The moving analysis vehicle 1 transmits the measurement/analysis result to the management center 3, and the management center 3 receives the measurement/analysis result from the moving analysis vehicle 1. The management center 3 inquiries the measurement/ analysis result to the library information of the library device 33, identifies the substance to be measured and calculates the quantity thereof.
