PROBLEM TO BE SOLVED: To add to or update a new address in an address conversion table of many routers in a network in a short time when a mobile node is moved. SOLUTION: The data transmitter is provided with a control packet distribution table 3 in a network layer 44 of an OSI reference model 4. The control packet distribution table 3 stores position information of adjacent routers (repeaters). When a control section 5 relays a control packet transmitted by a mobile node to a home router, the control section 5 appends or updates an address conversion table 2 and transfers a re-production packet obtained by copying the control packet to other adjacent router by referencing the control packet distribution table 3. Furthermore, the control section 5 copies again the reproduction packet when receiving the reproduction packet and transfers it to other adjacent router by referencing the control packet distribution table 3.
