PROBLEM TO BE SOLVED: To provide a local loop system with excellent cost performance where no useless traffic is caused by adopting a configuration of combinations of required minimum numbers of base stations. SOLUTION: In the wireless local loop system where base stations and subscriber terminals are connected through radio links, a traffic base station 2 that is easy for maintenance management and has a wide coverage area with excellent cost performance is installed in an area with high subscriber density. On the other hand, areas with low subscriber density and causing waste if they are covered by the high traffic base station 2 are covered by low traffic base stations 5.
