PROBLEM TO BE SOLVED: To prevent the decrease of the number of mobile stations which can be housed in one sector by secularly change-controlling a communication power from a base station to a mobile station according to the situation of the traffic of a sector to be covered by at least one antenna. SOLUTION: When it is detected that at least the traffic of a sector 102 is not high by a traffic detecting circuit 106 from the total number of mobile stations which are present in the sector 102, the state is commanded to a transmission power control circuit 108 so that a transmission power from a second transmitting part 103b can be increased. Thus, a transmission signal power from a second antenna 101b can be increased. On the contrary, when the number of mobile stations in the sector 102 is increased, the state is detected by the traffic detecting circuit 106, and the command is applied to the transmission power control circuit 108 so that the transmission power from the second transmitting part 103b can be decreased. Thus, the transmission signal power from the second antenna 101b can be decreased, and the interfering power of each mobile station in the sector 102 can be reduced.
