PROBLEM TO BE SOLVED: To provide a plant data proving system enabling both a plant proprietor side and an auditor side to efficiently and surely verify the operation contents and data of the plant without installing such large scale facilities on the plant as a system for obtaining auditor's own plant data when the plant proprietor reports the plant data to the auditor side, and the auditor side audits the reported data. SOLUTION: This completeness data collecting device 120 inputs plant data to an arithmetic unit of which the security is protected, and adds a completeness code to the plant data by using a secret key stored in the arithmetic unit, to generate completeness data, and stores them in a database 123 via an interface 122, and outputs the plant data with the completeness data attached thereto from the database, to be submitted to the auditor side as the audit data. The auditor side having received the submission can efficiently and surely verify the plant data by verifying the completeness data by using a secret key stored by the verification side.
