PROBLEM TO BE SOLVED: To prevent occurrence of water hammer phenomen by instantaneously preventing abrupt flow caused by blowing up of a remarkable amount of water immediately before closing a large diameter suction/exhaust port when a large amount of air is flowed into a valve box in a conventional air valve, or caused by closing the large diameter suction/exhaust port. SOLUTION: A floating head valve element is formed on a system plate 11 for opening and closing a large diameter suction/exhaust port 31, according to energizing force of a mechanism 2 which pushed up it to the suction/exhaust port, and inner pressure inside the valve box 1. A small diameter suction/exhaust port 12 is formed on the system plate 11, and a float valve element 4 is opened/ closed according to the water level in the valve box, for adjusting the suction/ exhaust port. The operation of the system plate for opening and closing the large diameter suction/exhaust port is varied by adjusting the push-up mechanism. Closing reference pressure for the large diameter suction/exhaust port can be set adjustably for corresponding to set environment.
