PROBLEM TO BE SOLVED: To provide a device for opening springing an outswinging window, which does not apply excessive forces to hinge mechanisms when sashes are closed but can apply a desired braking to the sashes even when the sashes are close to a full-open state, and to provide an outswinging window using such a device. SOLUTION: This device 4 for opening springing an outswinging window includes freely collapsible link arms 24, 25 freely rotationally interconnected at one end and a spring device 26 for releasing the link arms 24, 25 from their collapsed state by means of a spring force, with the link arm 24 pivotally attached to a window frame 2 at the other end via a pivotal attachment mechanism, and with the link arm 25 pivotally attached to a window rail 15 at the other end via a pivotal attachment mechanism. The spring device 26 has one end 84 thereof freely rotationally connected halfway between one end and the other of the link arm 25 and is disposed to release the link arms 24, 25 from their collapsed state by means of its spring force.
