PROBLEM TO BE SOLVED: To substantially complete a setting motion accompanying a first discharging motion by providing a setting mechanism wherein a gas bomb is connected to a gap distribution path at the time of the initial operation of a lever, and is set under a usable state. SOLUTION: While a lever is rotated and reaches the locations of an locking claw 42t and a head section 44t, a bottom section supporting member 46b pushes in a bomb bottom section 20b to a gas connecting section 21 side. Then, the lever is rotated at approx. 90 deg., and the communication of a gas distribution path is completed at a location wherein the lever vertically erects. Under this state, the contact fulcrums X, Y, Z of a torque main body 47, a crank lever 46, a first link plate 43 and a second link plate 44 become a linear state, and are unstable. Then, from a state wherein the contact state between the locking claw 42t of a cam 42 and the head section 44t of the second link plate 44 has been completed, the sliding surfaces of cams 41A and 41B depress an intermediate section of the first link plate 43 further accompanying the rotation of the lever, and thus, by lowering the connecting fulcrum Y, the setting state of a gas bomb 20 is fixed.
