A cargo load-lock includes a base with a sleeve extending therefrom and a biasing element located in the sleeve. The biasing element includes a spring arm and a piece of compressible material. A portion of one surface of the base is covered with adhesive. In use, a restraining bar, such as a 2x4, is positioned with its ends in the sleeves of two opposing load-locks. The adhesive is then removed from the base and the load-locks are affixed to the sides of the cargo area of the vehicle. As installed, the biasing element exerts a force along the length of the restraining bar and helps hold it in place. Alternatively, straps can be laced through the handles to restrain the load.
