PROBLEM TO BE SOLVED: To prevent the theft through releasing a handle lock using an unfair key. SOLUTION: A peculiar information #A is memorized in IC chip 1-1 in a key 1. The peculiar information #B is memorized in a memory unit 5. A coil (antenna) 1-3 is provided in the key 1. A coil (antenna) 2-1 is provide in a cylinder 2. When the key 1 is inserted in the cylinder 2, a controller 4 sends a radio wave from the coil 2-1 through a send/receive unit 3 and supplies an electric source to the key 1. The controller 4 reads the peculiar information #A sent from the key 1 and compares with the peculiar information #B in the memory unit 5 and when both are matched, the rotation of the key 1 inserted in the cylinder 2 is permitted and the start of an engine is permitted.
