PROBLEM TO BE SOLVED: To facilitate maintenance, and reduce maintenance costs and a production loss by restraining clogging. SOLUTION: This device is equipped with first and second plate members 112, 113 on which plural dewatering holes 111 are formed in a manner to penetrate through from the surface to the back face. To the first plate member, fibers 114 are implanted on the surface except for the dewatering holes, and the first and second plate members are overlaid while each dewatering hole is displaced. One part 144a of the fiber implanted on the first plate material surface is inserted in the dewatering hole of the second plate member, and the other part 114b of the fiber is sandwiched between the first and second plate members.
