PROBLEM TO BE SOLVED: To prevent the bridging and separation in the storing and feeding state of powder and grain by erecting a horizontal shaft within a container, providing spokes in a plurality of positions of the horizontal shaft, and promoting the behavior regulation of the housed powder and grain by the ultra low- speed rotation of the spokes. SOLUTION: An ultra low-speed rotating shaft 3 is erected between side plates 1", 1" with being supported by bearings 7, 7 provided on the outer surfaces of the side plates 1", 1". The rotating shaft 3 is a horizontal shaft, which has a plurality of spokes 4, 4 provided in a plurality of equally spaced positions along the horizontal center (c) at an opening angle of 180 deg. in the direction right-angled to the horizontal center (c) (vertically), and the spokes 4, 4 in the respective positions cross the horizontally adjacent spokes 4, 4 at the opening angle of 45 deg., respectively. The spokes 4 are rotated around the horizontal center (c) at an ultra low speed according to the rotation of the rotating shaft 3. The ultra low-speed rotation of the spokes 4 has only the effect of promoting the behavior of powder and grain 5 housed in a container 1 and cannot stir the powder and grain 5.
