PROBLEM TO BE SOLVED: To warn of drops in capacity of batteries accurately. SOLUTION: When a key-insertion detection switch 34 works, an engine ECU 20 fetches its CPU 26 a voltage value BATT/4 or a battery voltage BATT divided by a dividing resistor 32. A main relay 12 and a transistor 22 are also actuated to cause current to flow in a loading resistor 24, the upper voltage of which is divided by a dividing resistor 28 before supplied to the CPU 26 as a voltage value VB/4. A comparison between the two voltage values detects any voltage drop resulting from the energization of the loading resistor 24 or any capacity drop of a battery 10.
