PURPOSE: A device and a method for controlling the opening of a valve is provided to automate the valve which circulates collected rolling oil to a main tank after injecting rolling oil to a roller for producing a cool rolling steel plate having regular thickness. CONSTITUTION: A system decides if a line is on traveling. If so, a device keeps operating and if not, the device stops operating. The system also decides if a level control is automated when the line is on traveling. If so, a second timer and a second selecting switch are turned on and a first and a first switch are turned off. Then an intercepting face is shut by the drive of each timer and switch. The intercepting face is open when the recognized opening is not deviated from the set opening, when the measured pressure is not deviated from the set pressure and when the measured level of a collecting tank is high. When the level of the collecting tank is less than the set value, the second timer and switch are turned off and the first timer and switch are turned on to turn off a bypass control face and to shut the intercepting face at the same time. When the intercepting face is open again, the second timer and switch are turned on and the first timer and switch are turned off to open the level control face. The intercepting face is shut by the drive of each timer and switch.
