PURPOSE: An apparatus for absorbing and neutralizing toxic chlorine gas when liquid chlorine is leaked out is provided which can neutralize absolutely, economically and safely in an impeller type reactor by aeration without agitators. CONSTITUTION: A apparatus is capable of blending chlorine gas with water and chemicals by injecting chemicals with compressed air and neutralizing the gas in an impeller type reactor, which comprises an alarm device, an absorption fan for absorbing leakage gas, an injection type contact reaction tower, an air injector(4) for absorbing chemicals and injecting, an impeller type reactor(9), an injection type contact reaction tower, an aerator(6) for mixing chemicals and preventing its settling, and a blower for supplying air.
