PURPOSE: An apparatus for generating a message for managing a traffic accident and a controlling method for the apparatus are provided to alarm the situation of the traffic accident to a driver when a collision is generated and to automatically guide the method for accident management with a voice. CONSTITUTION: A controlling method includes the steps of determining whether an impulse sensing signal is generated or not(102), accessing the accident generation alarm signal for outputting to a display part and a voice output part(104), storing the present information of location in a memory by accessing location discrimination coordinates value GPS-S(Global Positioning System - Signal) transmitted from a GPS satellite and by accessing the load information from a map device of navigation(106), analyzing the state of the impulse sensing signal for outputting the message for accident management accessed from the memory(108), outputting the initial message for accident management procedure by accessing from the memory(112), detecting input of a scroll signal by reading output of a scroll signal generator(116), and reading the letter and the voice message data from the memory for continuously guiding the accident management procedure with the letter and the voice through the display part and the voice output part(122).
