PURPOSE: An apparatus for preventing growth of a skull is provided to improve the quality of a thin film and safety in casting. CONSTITUTION: A second oscillator(40) operates with external power and shearing force is supplied to a skull to separate the skull from an edge dam(16) before the skull grows large. The vibrating force is delivered to the edge dam and molten steel by rods(31,41) of first and second oscillators(30,40). The small skull segments are floated on the upper surface of a melt pool and re-molten by the sufficient heat of the molten steel.
