PROBLEM TO BE SOLVED: To reduce the cost by providing a rubber valve element put over the valve seat-side end surface of a plunger, a leaf spring fitted onto the plunger outer periphery, and a resin ring member fitted onto the plunger outer periphery from the valve element direction to fix the leaf spring to the plunger. SOLUTION: A resin ring member 25 fitted to an annular groove 20d on the outside surface of the minor diameter body part 20A of a plunger 20 is thermally caulked, and a leaf spring 21 fitted to the body part 20A is fastened and fixed to an annular stepped part 20c. A valve element 26 put over the end wall 20a of the plunger 20 is integrally formed by baking molding fluorine rubber that is not hardenable at low temperature. According to this, the conventional skirt part of the valve element is dispensed with. Further, since a ring member 25 is inserted to the plunger 20 from the valve element 26 direction, the plunger 20 can be made smaller on the valve element 26 side and larger on the core side to miniaturize the circumference of the valve seat. Thus, since the using quantity can be reduced even in the molding by use of the expensive fluorine rubber, and the ring member is made of an inexpensive resin material, the material cost can be reduced.
