PROBLEM TO BE SOLVED: To realize simple and highly functional file management which can be applied to a built-in computer or an inexpensive computer system or the like. SOLUTION: A CPU 3 of a file system managing device of a system equipped with an information recording and reproducing device for recording and reproducing data for an information recording medium and the controller of the information recording and reproducing device, executes the file system program of a ROM 1, and operates each kind of file management such as the permission and inhibition of the file execution of the information recording medium based on the data of a management file on a RAM 2.
