PROBLEM TO BE SOLVED: To provide a system for effectively utilizing heat of underground water with reduced construction cost and without settlement of neighboring ground and lowering of underground water level by taking heat of a shallow aquifer existing in a comparatively shallow portion from the ground surface without digging a deep well such as a pumping deep well or a circulating deep well to pump unnderground water. SOLUTION: A drilling shaft 3 and a connecting shaft 4 are driven to reach an underground shallow aquifer 2, and a through hole 5 is provided between the shafts by transverse boring. An upper heat taking pipe 6a, a lower heat taking pipe 6b and a heat pipe are inserted and laid in the through hole, thereby taking heat of the shallow aquifer 2 or a coolant evaporating pipe is inserted and laid therein to pump heat of the shallow aquifer 2 by a hydrothermal heat pump 14. Each heat is stored in stored water for thermal storage of a thermal storage water tank 10 manufactured by converted drilling shaft 3. The storage water for thermal storage obtained in the tank is supplied to available equipment by a secondary pump 11 to be used.
