PROBLEM TO BE SOLVED: To prevent the breakage of concrete by providing a restraining plate having the height of the specific percentage of the thickness of a fiber reinforced concrete board in the direction of the extension of existing asphalt pavement at a specific interval and placing fiber reinforced concrete. SOLUTION: After the upper face of existing asphalt pavement 1 is cut by using a cutter and a cut face is cleaned, cut grooves 6 are formed at intervals of 0.5-3 m in the direction of road width by a diamond cutter. A metal- made restraining plate 5 having the height of 5-50% of the board thickness of overlaying fiber reinforced concrete 4 is inserted in the cut groove 6. Furthermore, the fiber reinforced concrete 4 comprising steel fiber reinforced concrete, plastic fiber reinforced concrete, carbon fiber reinforced concrete or the like is placed. Thereby the breakage of concrete due to cracking or the like can be prevented.
