PROBLEM TO BE SOLVED: To smoothly treat sludge by filtering and dehydrating carbon- containing sludge added fine powdered coal to organic sludge, adding an oil component to the obtained carbon-containing sludge cake, then producing crude mixed fuel by wet pulverizing. SOLUTION: The fine powdered coal is mixed to organic sludge 2 such as sewerage and night soil, in a range of 0.5-3 times in respect with a ratio of dry sludge, and this mixture is transferred to a mixing tank 4 and simultaneously a coagulant 3 is charged to make the carbon-containing sludge 5. The carbon- containing sludge 5 is allowed to flow to a dehydrator B with a sludge pump, and is press-filtered to produce the carbon-containing sludge cake 7. The carbon- containing sludge cake 7 is added fuel oil and a surfactant 10, etc., is uniformed with a mixing kneader 11, and is pulverized the solid with a wet type pulverizer 12 less than 200 meshes, and is flowed out as uniform viscous mixing liquid to produce the crude mixed fuel 13.
