PROBLEM TO BE SOLVED: To provide a cutter, by which a fixed support is extracted from concrete for foot protection when road utilities fixed into a ground are to be removed, which is used for exchanging and repairing only the damaged section of a damaged guard rail and by which the guard rail is cut simply on a field, and a drilling machine for drilling a mounting hole. SOLUTION: Since a hydraulic cylinder 12 is operated, push-out force is transmitted to a push-up plate 15 through a connecting metal fitting 14, push-out wedges on both sides of the push-up plate gradually enter under fixing wedges 24 on both sides of a clamp 21 and the clamp is pushed up in the upper direction, a support is pulled up gradually. When the push-up wedges are pushed up to roots to the fixing wedges, the hydraulic cylinder is returned, and the push-up plates 15 are returned at an initial place. Since the clamp is lifted by the pushing-in sections of the push-up wedges from an initial place, an adjusting bolt 11 is rotated and a base plate 1 is elevated, and the front ends of the push-up wedges are adjusted so as to be made the same height as the reception sides of the fixing wedges.
