PROBLEM TO BE SOLVED: To improve profitability by supporting an upper structure for supporting a slab on an upper face on a lower structure comprising a pile supported on a water bottom, and supporting a vibration control plate extended down to the lower part of a water surface on the upper structure. SOLUTION: A number of piles 3 are driven into the ground C of a water bottom to form a lower structure 1. A horizontal beam 4 is fixed on the upper end of each pile 3 of the lower structure 1, and a slab 5 is supported on the horizontal beam 4 to form an upper structure 2. Two rows of vibration control plates 6 of length reaching constant depth in which a lower end is always under a water surface in the form of a flat plate are arranged under both the edge parts of the longitudinal direction of the upper structure 2 at a constant interval, the vibration control plate 6 under one edge part is arranged so as to be positioned in the intermediate of the vibration control plate 6 under the other edge part, and supported on the horizontal beam 4 to construct a pier A. An earthquake vibrating in the longitudinal direction of the pier A occurs, when each vibration control plate 6 vibrates in the width direction of the upper structure 2, each vibration control plate 6 receives horizontal resistance, and the vibration of the pier A is suppressed. Thereby profitability can be improved.
