PROBLEM TO BE SOLVED: To scatter a foamed material, free from the occurrence of a mist, evenly or in a mousse state without causing sagging by producing an emulsion composition capable of forming a foamed layer on a surface on which it is scattered or applied. SOLUTION: This emulsion composition is obtained by blending 100 pts.wt. emulsion with 0.05-3 pts.wt. surfactant, and it gives a foamed material with an expansion ratio of 1.2 to 30. The foamed material of the composition is made by a gas-involving spray method, a method of agitating while involving a gas, or a method of dissolving a pressurized gas and allowing it to foam when the pressure is reduced. The surfactant used is selected from amphoteric surfactants comprising e.g. a betaine, an imidazoline, a glycine and an amine oxide, and nonionic surfactants comprising e.g. an alkylolamide, a glycol, and a sorbitan ester of fatty acid. The emulsion used comprises e.g. a petroleum asphalt emulsion, a natural asphalt emulsion, a natural or synthetic rubber latex or an acrylic emulsion.
